The government's decision to add leave with Lebaran is not a new decision. The decision was a follow-up to the April 18, 2018 decision. At that time, three ministers namely Minister of Religious Affairs, Minister of Manpower, and Minister of Administrative Reform and Bureaucracy Reform agreed to add joint leave for 3 days. The decision is contained in the 3 minister's Joint Decree (SKB).

Indonesian Synthetic Fiber Producers Association (APSYFI) assess, Lebaran holiday that reaches 10 days will give big impact to upstream industry which have long enough business link. "The impact of adding this joint leave can reduce exports 50 percent in a month" said Executive Member APSYFI Yudha.

The Indonesian Employers Association (Apindo) is also not very happy with the policy of adding leave with Lebaran. Chairman of Apindo Hariyadi B Sukamdani said that the policy will reduce some important things in the business world, namely productivity and cost. In fact, Hariyadi believes not all employees or workers are happy with the policy. Because it can reduce the number of annual leave they have. "And also in terms of employees may be partly objected because the employee had the right to leave work 12 days, well this is taken 7 days just for Eid," he said. Apindo then considered that the government needs to review additional supplementary leave policies.

Meanwhile, Chairman of the Indonesian Chamber of Commerce and Industry (Kadin), Rosan P Roeslani highlighted the impact of long Lebaran holiday to capital market. According to him, investors do not want if their investment is restrained with Lebaran holiday which reaches 10 days. Dilemma Getting protests from businessmen, the government then dilemma. Speculation on the revision of SKB 3 related ministers additional joint leave was sticking out.

Several times PMK Puan Maharani invited the ministers and related institutions to hold coordination meetings related to SKB 3 ministers. Not only 3 ministers agreed to issue the SKB invited, but other ministers were invited, for example, the Coordinating Ministry for Economic Affairs and the Ministry of Transportation. The views of the economic ministries were deemed necessary to measure the impact of long Lebaran holidays. Moreover, there are protests from businessmen.

However, at a meeting Monday (30/4/2018), Minister of Administrative Reform and Bureaucracy Reform Asman Abnur said that the government has not made a decision. "There has been no decision, so it's just a discussion about the economic impact with the addition of three days of sabbatical," he said at the office of Kemenko PMK. Asman did not want to wonder if the government would cut the number of leave together or not. He said the government would again hold a follow-up meeting as soon as possible.

Meanwhile, Minister of Transportation Budi Karya Sumadi said that the Lebaran holiday will be more effective for homecoming traffic. With the addition of sabbatical, he believes the flow of homecoming will not be concentrated in one or two days, but can be divided by the option of time to return home more. He also expressed the hope that the government remains consistent with the initial decision that still add joint leave for 3 days despite protests from businessmen.

The government makes a decision. No revision of the 3 ministerial decree policy. "The government ensures services to the public cover the interests of the general public remains as usual," said PMK Coordinator Puan Maharani in a press conference on Monday (7/5/2018).

Community services to be guaranteed must proceed as usual from hospitals, telecommunications, electricity, water, fire, security and order, banking, immigration, customs and communications. The decision taken by the government at once responded to speculation of a plan to revise the decree of 3 ministers namely Minister of Religious Affairs, Minister of Manpower, and Minister of Administrative Reform and Bureaucracy Reform. But Minister of Labor Hanif Dhakiri asserted that the decision was not to be followed by private companies.

For a joint leave for a private company is facultative, or not required to be followed. "When he is facultative, then he becomes an option can be adjusted to the condition of the company," he said. The joint leave schedule at a private company, Menaker said, will be determined in accordance with the agreement between the employer and the worker or the union, or guided by the collective agreement. "Because the demands usually, demand in Lebaran is high, so must pursue the target, so yes adjusted," said Menaker. He ensured that the government's decision had considered the economic aspects. So, it is expected that the additional leave with Lebaran does not disturb the business world as the businessmen's concerns.
